During the danger of a controlled "break" at the Hoop & Holler Dam, outside Portage during the flooding of the Red and Assiniboine Rivers, Lionel Bouchard requested a one-day permit in order to move his motor home from storage at
his in-laws Fernand & Denise Gervais's. 

Rick Desilets refused to issue a one day permit on an "emergency basis" to 
 brother-in-laws Gilbert and Pauline Gervais who were once again moving
 unit out of floods way to their farm!

Rick Desilets denied a permit despite Lionel Bouchard doing business at
 Desilets Insurance in Elie all his life!
 Subsequently Lionel Bouchard received a letter from Manitoba Public
 Insurance after being denied renewal for storage for his vehicle.
                                                                                                                
"Kudos" to Wilf's Elie Ford for providing a dealer plate to assist in the move!     
Also for not charging when unit disabled maliciously while parked off the
Bouchard homestead!                           

 "  Kudo's" to Wilf's Elie Ford for coming to the rescue by providing dealer plates to move
     the Vanguard motor home at the time of flooding."

    Also for not charging at the time the motor home  was  maliciously vandalised and
    disabled while parked off the Bouchard property in Elie.
