Lionel Bouchard was forced to apply with Ryan Insurance for a day permit for the Hoop & Holler Dam flood situation after being denied a day permit from Rick Desilets of Desilets Insurance in Elie. It appears that a comment was made on file that precluded Ryan Insurance from once again issuing temporary insurance for Lionel's vehicles required due to the real threat of flooding at Fernand Gervais' where the motorhome was stored in Elie.

  likely eminating from Desilets Insurance, Lionel Bouchard
  was denied insurance and renewal of his Manitoba driver's
  licence while as the two prior years, they had renewed Lionel
  Bouchard's insurance.
